asked the Secretary of State for Scotland what is his policy regarding the work of the Land Commission in Scotland.

I have asked the Commission to make available a large proportion of the land required for the growth of private enterprise housebuilding, and also to assemble land for planned expansions of existing towns and the creation of new communities. In the White Paper published last week we reaffirmed our confidence in the Commission as the instrument for returning to the community a substantial part of the development value created by the community.

Mr. Campbell

Does the right hon. Gentleman now accept that the Land Commission's operations can cause unpredictable hardship to individuals? Does he welcome in Scotland the exemptions proposed by the Chancellor of the Exchequer last week?

Mr. Ross

Yes, Sir. The Secretary of State for Scotland was a party to that decision.
