asked the Secretary of State for Wales if he will pay another visit to the Carmarthenshire County Council.

My right hon. Friend has no plans to visit Carmarthenshire County Council in the immediate future but he will certainly bear in mind the hon. Member's interest.

Is the hon. Gentleman aware that members of the Carmarthenshire County Council were very impressed by his right hon. Friend's promise when he was last there in September that the Carmarthen diversionary road, so desperately needed, will be started this summer? Why did the Welsh Office subsequently state that it would not be started until next year? Who was right? Can we have an assurance that it will be this summer?

There was no misunderstanding. It was made clear that it would be at the beginning of 1970. Let me make it clear that my right hon. Friend attaches great importance to this matter, but there was no misunderstanding on the issue.
