asked the Minister of Technology if he will set up an inquiry into the commercial and technological feasibility of a low-orbit satellite programme.

The technological feasibility of low-orbit satellites is not in question. Commercial feasibility is related to the purpose for which a satellite is to be used, and the demand, rather than to any particular type of orbit. We are participating in a European programme of studies of possible applications, and plan to undertake other such studies ourselves.

Mr. Speed

Is the Minister aware that Rolls-Royce of Coventry has done a considerable amount of work on this programme, that such a satellite would be useful rather than prestigious, and that there is a very reasonable possibility of a good commercial return for a modest outlay?

The hon. Gentleman may very well be right.

Mr. Marten

Can the Minister say how we are getting on with electric propulsion to push low-orbit satellites out into geo-stationary positions?
