I have now come to the end of what I may describe as my traditional taxation measures. Reflecting on our problems this year, however, I have come to the conclusion that while I must resist the temptation of devising ingenious new taxes, the needs of the economy would not be fully met without some further measures; and that these were of such importance that I should be justified in taking some slight risk in attempting to achieve them. I therefore have two further major measures to put to the House. The general subject of the first, which is savings, will come as no surprise; the second has been canvassed less widely.
