Is the right hon. Gentleman aware that none of the explanations in Committee or elsewhere has convinced us why so many people are required to do so little and, in particular, why two Ministers are needed? Will he take a very serious look at this matter before vesting day to see whether the number can be reduced?

I will consider it. We do not want an excess number of staff, but it must be remembered that the new Ministry will take over not only the sponsorship of the Post Office but the broadcasting responsibilities, which are becoming increasingly important in view of the review which must be conducted soon.
