asked the Minister of Overseas Development if he will make a statement on financial assistance to Swaziland for the first three years of independence.

Mr. Prentice

Discussions with the Swaziland Government on this subject are due to begin in London on 25th November.

Mr. Wall

May we have an assurance that this will cover financial aid for three years and that the outstanding problem, land alienation, will also be included in the discussions?

Mr. Prentice

I do not want to anticipate the discussions, which are due to start next week. But, as the hon. Gentle- man knows, the Government do not accept the Swaziland claims in respect of the land alienation question, although we have always acknowledged that a programme of land settlement projects could form some part of their development plan which could qualify for some of our aid.
