§ Mr. FreesonThe Board consults local planning authorities and other bodies, not with the Department, and my right hon. Friend is satisfied that these procedures work well.
§ Mr. Godman IrvineHas the Parliamentary Secretary taken into consideration the fact that on two occasions this year those procedures have not worked in that the appeals were rejected? Does not this indicate that he should have another look at the matter?
§ Mr. FreesonThe whole object of having independent appeals procedure is to ensure that a view is taken independently of the industry and the appellants on either side. The Minister cannot get involved in procedures because he is in a quasi-judicial position at the end of the day.
