HC Deb 05 November 1968 vol 772 cc676-7
21. Mr. Bryant Godman Irvine

asked the Minister of Power whether he is satisfied with the operation of the existing procedures for prior consultations between his Department and the Central Electricity Generating Board on pylon routes; and if he will make a statement.

Mr. Freeson

The Board consults local planning authorities and other bodies, not with the Department, and my right hon. Friend is satisfied that these procedures work well.

Mr. Godman Irvine

Has the Parliamentary Secretary taken into consideration the fact that on two occasions this year those procedures have not worked in that the appeals were rejected? Does not this indicate that he should have another look at the matter?

Mr. Freeson

The whole object of having independent appeals procedure is to ensure that a view is taken independently of the industry and the appellants on either side. The Minister cannot get involved in procedures because he is in a quasi-judicial position at the end of the day.
