§ Mr. EnnalsThis subject was included in the circular which my right hon. Friend sent to local authorities when advising them following the passing of the Act. There is a sign that a number of authorities are taking action, but I recognise: that there has been rather a slow response from a number of authorities and that the situation is still not satisfactory.
