I am giving close attention to ways in which I can obtain such advice. But I am not yet ready to make a statement.

In the present rather depressing financial climate surrounding the educational system, does not the right hon. Gentleman think that an early and positive decision would have a useful psychological effect?

An early decision is important, but many bodies are concerned, and I am in the middle of consultations. Nearly all of them have given me their views and I will make up my mind on the best way to proceed.

Has my right hon. Friend considered ways in which responsible student leaders can be drawn into consultations on expenditure on the whole range of higher education and not just about grants?

The Question is about the training of teachers. My hon. Friend's supplementary question goes a great deal wider than that.
