Before I call Mr. Chancellor of the Exchequer, it may for the convenience of hon. Members if I remind them of the procedure which the Leader of the House suggested last Thursday night might be followed at the end of the Budget speech, and refer briefly to the subsequent proceedings, particularly as this is a new occasion. At the end of the Chancellor's speech, copies of the Budget Resolutions will not be handed round in the Chamber as has been the practice in recent years, but they will be available to hon. Members in the Vote Office.

Under the new procedure, the first Resolution will be one to apply the provisions of the Provisional Collection of Taxes Act, 1968, to certain of the proposals to be contained in the subsequent Resolutions. Under Standing Order No. 90(1), the Chair is required to put the Question on this Resolution forthwith.

When the first Resolution has been disposed of, the Chair will propose the Question on the second Resolution. This, I understand, will be the general Resolution entitled "Amendment of the Law", which, under the former procedure, was always printed as the last Resolution, and on this Resolution the Budget debate will take place today, and on the remaining days allotted to it.

Finally, when that Resolution has been agreed to next Monday evening, it will be my duty, under Standing Order No. 90(2), to put successively the Questions on each of the remaining Budget Resolutions without Amendment or debate, but with the possibility of a Division in each case.
