§ Lord BalnielAs three years have passed since the Prime Minister said that the earnings-related scheme would be introduced without delay, may we have an assurance that we shall' have the White Paper this summer?
§ Mrs. HartI hope it will be before the end of the year, but I remind the hon. Gentleman that this is a bigger scheme than the Beveridge scheme and the Beveridge scheme took seven years.
