asked the Minister of Social Security whether it is still the Government's policy to introduce an earnings-related state pension scheme.

Yes, Sir.

Could the right hon. Lady assure the House that before she sets the necessary wheels in motion she will give us full details, in a White Paper or some sort of report, of what she proposes to do so that it can be fully and properly debated and considered by this House?

Mrs. Hart

Yes, I have made quite clear in this House that that is my intention.

As three years have passed since the Prime Minister said that the earnings-related scheme would be introduced without delay, may we have an assurance that we shall' have the White Paper this summer?

Mrs. Hart

I hope it will be before the end of the year, but I remind the hon. Gentleman that this is a bigger scheme than the Beveridge scheme and the Beveridge scheme took seven years.
