asked the Secretary of State for Wales when he anticipates he will announce the future population target of Cwmbran New Town.

Does my right hon. Friend realise that the uncertainties caused by these long delays are having a bad effect upon the morale of the staff of the New Town Corporation, and will he sympathise with the urge of the local people to get an early decision?

I accept what my hon. Friend says. Both he and my hon. Friend the Member for Pontypool (Mr. Abse) have made very strong representations to me on this matter, and I am aware of the necessity for a speedy decision.
