Mr. MitchellDo not this figure and similar figures for other authorities indicate that many landlords are not taking advantage of their present opportunities to modernise older houses? If landlords are not: prepared to do it, what plans has the Minister for getting someone else to do it?
§ Mr. MacCollI think that that is one of the points which will have to be looked at in connection with the White Paper. As I said in answer to my hon. Friend the Member for Salford, East (Mr. Frank Allaun), it is very important to get co-operation in the private sector.
