§ Mr. MellishThe allocation of Government building and construction contracts to private enterprise is made to contractors in the Ministry's approved list. For the past three years about 90 per cent. of contracts let in each year were the subject of competitive tendering; for the remainder, because of urgency or the specialised nature of the work, contracts were let on single tender or negotiated basis. I am not proposing any change in this policy.
§ Mr. LewisCan the Minister say how often he changes the approved list and adds to it? Does he not think that it would be a good idea to open it up a little so that other contractors can be considered?
§ Mr. MellishAs I said earlier, any firm has the right to apply to go on the list and we investigate them. As to taking people off the list, this is only done when it is proved that they are not capable of doing the work.
