asked the Minister of Overseas Development whether he will initiate a study on the possibility of closer integration and co-operation in Commonwealth development programmes.

Mr. Prentice

This was studied at last year's Nairobi conference of Commonwealth officials. The result was the establishment of the Commonwealth Technical Assistance programme run by the Commonwealth Secretariat, in which Britain is participating fully.

Mr. Judd

Would not my right hon. Friend agree that if trade is very important in development programmes, we ought to be looking at ways in which we can apply the traditional Commonwealth trade preference rather than at ways in which we can reduce it?

Mr. Prentice

Yes, Sir. Co-operation in planning of trade terms was one of the subjects discussed in Nairobi.
