§ Mr. WylieI beg to move Amendment No. 190, in page 29, line 30, leave out 'shall' and insert 'may'.
This is purely a drafting Amendment. Clause 45 uses the mandatory word 'shall' where as Clause 35(4) uses the permissive word 'may'. This matter was raised in Committee, the Minister, with disarming frankness, told us he did not know what the difference was then. Perhaps he can tell us what the difference is now.
§ Mr. RossThis is a matter of very considerable importance, so it was referred to me. I invite the hon. and learned Gentleman to brace himself for a shock, for I entirely agree with him, and would ask the House to accept the Amendment.
