asked the Minister of Health whether he will take steps to introduce one authority on an area basis to replace the present tripartite administrative structure in the National Health Service.

Mr. K. Robinson

I shall shortly be publishing a Green Paper on administrative structure to assist all concerned to express their views before any decision is reached.

Mr. Dean

In spite of the Green Paper that the right hon. Gentleman is to produce, does not the right hon. Gentleman think that it would be of value to set up pilot schemes in appropriate areas, so that we can judge from their experience?

Mr. Robinson

No, Sir. The most important thing is discussion of the proposals.
