§ Mr. K. RobinsonIn accordance with the recommendations of the Pilkington Royal Commission, the proceedings of the review body are conducted in private. The Government have always taken the view that written evidence also should be private unless publication is desirable for special reasons. We see no special reasons for publication on this occasion, but large extracts from our evidence are quoted in the review body's report.
