§ The Minister of State, Scottish Office (Dr. J. Dickson Mabon)My right hon. Friend hopes to receive the report by the end of the year, and intends to publish it as soon as possible thereafter.
§ Mr. NobleWhile thanking the Minister of State for his reply, may I ask 1471 him to bear in mind—I am sure he will —that the report will be of great interest to everybody in Scotland, and that there should be the minimum delay before hon. Members and others see it.
§ Dr. MabonYes, I quite accept that. The Government's view is that this will help us in our thinking about the efficient delegation of further powers to local authorities. We are all searching for the kind of devolution that will encourage the fullest participation of the public in local government so that we have authorities with teeth and strength.
§ Mr. Hector HughesSince important educational and industrial developments have taken place since the Commission was appointed, will the Minister take such steps as are available to him to see that the report when it comes out is up to date?
§ Dr. MabonYes, Sir. I am certain that the Royal Commission will be aware of all the changes there have been since 1966.
