Many conditions of service are the responsibility of the overseas authorities who employ most of these people, but in so far as these are my responsibility under our schemes of technical assistance they are kept under continuing review.
§ Dr. GrayIn undertaking this continuing review, will my hon. Friend consider making a largish initial loan? When young people first arrive in a new country, they often go to distant parts of it and they may have to buy a motor car and to have other non-recurring items of expenditure? Will my hon. Friend see if he can do something to meet this need?
