§ 37. Mr. Rossiasked the Minister of Transport if she will conduct a survey in conjunction with the local authorities and the police, into the growing incidence throughout the Greater London area of the all-night parking of commercial vehicles on the public highway in residential streets, with a view to curtailing this increasing nuisance which is having a detrimental effect on amenities in many localities.
§ Mr. SwinglerThis is primarily a matter for the Greater London Council, the traffic authority for Greater London. The Council are at present carrying out a pilot study into this problem in the London Borough of Islington.
§ Mr. RossiWhile welcoming that statement, is the Minister of State not aware that there is still widespread concern at the procrastination of the Minister over this problem, and that, the longer it takes to tackle it, the more incapable of solution it will become?
§ Mr. SwinglerThis is not a question of procrastination by the Ministry, because it is a matter for the local traffic authority which, as I pointed out to the hon. Member, already has powers. In the Transport Bill, we intend to augment the powers, in addition to those which local traffic authorities have already, to deal with the problem. However, it must be done by the local traffic authorities themselves.
