asked the Minister of Transport when the proposed carrier licensing authority is examining the criteria of cost, to what extent will the cost to the consignor be taken into account.

Mr. Carmichael

Licensing authorities will be able to take into account any costs to the consignor which will have an effect on the transport operation.

Mr. Webster

To what extent will a penalty clause be taken into account in the case of a railway strike and failure of the consignor to deliver his goods to the consignee in time?

Mr. Carmichael

I will look into this matter of the penalty clause.
