I beg to ask leave to present a Petition from divers inhabitants of Wanstead and Wood-ford and other districts adjacent to Epping Forest". The Petition, which has been signed by 3,451 people, recites the ancient rights which the commoners of Epping Forest have to graze their cattle in the forest, notes that these cattle frequently stray on to the public highway and notes that a number of accidents have occurred in recent years, including fatal accidents.

The Petitioners pray that this House should make it illegal for the Commoners of Epping Forest or other persons with grazing rights exercisable within 30 miles of Charing Cross so to exercise such rights that their cattle are free to wander on to the public highway to the danger of persons lawfully using the same. And your Petitioners, as in duty bound, will ever humbly pray.
