§ Mr. Merlyn ReesExisting controls over the conveyance by road of explosives and inflammable substances are designed to ensure that the load is safely-packed for carriage under normal road and traffic conditions. I doubt that my hon. Friend's suggestion would be practicable, but I shall arrange for it to be considered by the Standing Advisory Committee on Dangerous Substances.
§ Mr. ArcherI thank my hon. Friend for that Answer, but does he appreciate that the Question relates not to packing but to routes? There have been some disturbing near-misses. Will he assure us that we shall not have to wait for a major tragedy before those who undertake hazardous operations are reminded of their responsibilities?
