asked the Minister of Transport if he will circulate in the OFFICIAL REPORT a list of the names of members of the South-East Transport Users' Consultative Committee, stating in each case by whom they were appointed and identifying those who are serving in the capacity of representatives of the railway passengers.

Mr. Carmichael

I am circulating the list of names in the OFFICIAL REPORT. In accordance with Section 56 of the Transport Act, 1962, my right hon. Friend's predecessor appointed all the Members of this Committee, the Chairman and two members without consultation and the other members after consultation with the bodies referred to in the list. Members of these Committees are regarded as representatives of transport users at large and not of the bodies who nominate them or of any specific section of users.

If they they are regarded as representative of transport users at large, is it not striking that only one of the 23 members of the South-East Transport Users' Consultative Committee is the possessor of a season ticket and only three of them travel on the railways?

Mr. Carmichael

I think that my right hon. Friend and his predecessors have gone to great lengths to get representatives from organisations in the area. If the hon. Gentleman will look at the list of bodies consulted, as required by Section 56 (2) of the Transport Act, he will see a very representative group of people in the area. All the people who travel do not hold season tickets.
