asked the Prime Minister whether he will transfer responsibility for the Agricultural, Horticultural and Forestry Training Board from the Secretary of State for Employment and Productivity to the Minister of Agriculture, Fisheries and Food.

Since the farming community is opposed to the arrangement, and since the Industrial Training Act is an unsuitable umbrella for farming education schemes, will the right hon. Gentleman reconsider and transfer the Board to the responsibility of the Minister of Agriculture, who is responsible for the industry?

The matter has been discussed before. The hon. Gentleman himself had an answer about it some months ago. He will also know that, under our predecessors, it was decided, quite rightly, by the right hon. Member for Grantham (Mr. Godber) that the Board should be under the general control of the Department responsible for training and not under the separate industrial sponsoring Department.
