15. Mr. Hugh Jenkins

asked the Minister of Overseas Development under what clause or section of the Overseas Aid Service Scheme he refused to designate Mr. G. B. Sayle, of Putney, for flying service in Uganda.

The requirements for designation are laid down by the Minister under Section 2 of the Overseas Development and Service Act, 1965.

Mr. Jenkins

Why has my right hon. Friend refused to designate Mr. Sayle for this service? As he is a British subject and has been resident in this country for a year since his return from Canada, and as he does valuable crop spraying work, why has my right hon. Friend refused to designate this willing person to go to Uganda to carry out this valuable work?

Mr. Oram

One of the important considerations for designation is normal residence in this country. It is quite clear from Mr. Sayle's record that he does not qualify under that heading.
