As he is a British subject and has been resident in this country for a year since his return from Canada, and as he does valuable crop spraying work, why has my right hon. Friend refused to designate this willing person to go to Uganda to carry out this valuable work?
§ Mr. OramOne of the important considerations for designation is normal residence in this country. It is quite clear from Mr. Sayle's record that he does not qualify under that heading.
