I beg to move Amendment No. 66, in page 24, line 31, leave out from 'thereof' to 'on' and insert 'they may'.

With this Amendment, we can take Amendment No. 67.

The Amendment very much simplifies the drafting by substituting "they may" for the words "it shall be competent for them to". I am indebted for the suggestion to my right hon. Friend the Member for Edinburgh, East (Mr. Willis), who raised the matter in Committee with a sharp, shrewd and correct piece of drafting which I am glad to accept.

I must express my gratitude to my hon. Friend. This ensures the insertion of a little gem, a piece of beautiful English in the midst of a welter of legal verbiage. Whether anyone will discover it, I do not know.
