36. Dr. David Kerr

asked the Lord President of the Council what representations he has received concerning the establishment of a specialist committee to examine social welfare policy.

This subject is one which will certainly be borne in mind. I explained my proposals for Select Committees this session on 14th November.

Dr. Kerr

I am grateful to my right hon. Friend for his sympathetic reply. Will he bear in mind that some of us feel that we need an across-the-board review of the entire range of social responsibilities, involving the questions not only of the National Health Service, which is the subject of a later Question, but inter-related questions of social security and even, possibly, of housing as a social welfare benefit?

I am aware of that view and I agree that a specialist committee on a broad topic of this sort may have advantages over a specialist committee dealing with the work of a particular Department.
