Ordered,

That Standing Order No. 5 (Precedence of government business) be amended as follows:—
Line 22, leave out 'the bills' and insert 'each bill'.
Line 22, after 'presented', insert 'by the Member who has given notice of presentation or by another Member named by him in writing to the Clerks at the Table'.—[Mr. Grossman.]

It is not only a matter of Standing Orders. Interesting speeches were made by my hon. Friends—for example, my hon. Friend the Member for Cardiff, North (Mr. E. Rowlands) and my hon. Friend the Member for Middleton and Prestwich (Mr. Coe)—which brought in such other matters as the conditions in which hon. Members work and the opportunities for them to serve.

As I say, this is a continuing process. We are asking the House tonight to agree to the less contentious parts of this instalment and later we shall ask the House to agree to the contentious parts. This is something of which in the nature of the case there are bound to be further instalments as this Parliament continues to equip itself to serve this century at least as well as it has served the last seven centuries of its existence.

Resolved, That this House takes note of the First, Second, Fourth, Fifth and Sixth Reports from the Select Committee on Procedure in the last Session of Parliament.
