§ Q1. Mr. Winnickasked the Prime Minister whether he will recommend the setting up of a Royal Commission to review security practices.
§ The Prime Minister (Mr. Harold Wilson)No, Sir.
§ Mr. WinnickWould the Prime Minister agree that there is concern over some security practices, such as telephone tapping in non-criminal cases and vetting of overseas cables—practices initiated by previous Governments? Is there not a possibility that the security service could become too large and a law unto itself?
§ The Prime MinisterThere is no such danger. Telephone tapping was very fully surveyed by a Committee of Privy Councillors. On the second point mentioned by my hon. Friend, the House will be aware of the inquiry now being undertaken by Lord Radcliffe and his colleagues.
§ Mr. A. RoyleWould the Prime Minister tell the House why the Paymaster-General has an office in the Ministry of Defence?
§ The Prime MinisterHe has not.
