asked the Prime Minister whether he will recommend the setting up of a Royal Commission to review security practices.

No, Sir.

Would the Prime Minister agree that there is concern over some security practices, such as telephone tapping in non-criminal cases and vetting of overseas cables—practices initiated by previous Governments? Is there not a possibility that the security service could become too large and a law unto itself?

There is no such danger. Telephone tapping was very fully surveyed by a Committee of Privy Councillors. On the second point mentioned by my hon. Friend, the House will be aware of the inquiry now being undertaken by Lord Radcliffe and his colleagues.
