28. Mr. Jopling

asked the Minister of Housing and Local Government if he will estimate the extra expenditure imposed on developers inside national parks by means of conditions laid down by the planning boards which would not normally be insisted on outside the national parks.

Mr. Willey

I regret it is not practicable to make the suggested estimate.

Mr. Jopling

Does the Minister agree that it is unfair that the whole of this extra burden should be borne by private developers? Should it not be shared by the nation as a whole, for whom these national parks are to the benefit? Will he reconsider the problem to see if he can shift the burden, if necessary by legislation?

Mr. Willey

I am always willing to look at anything which the hon. Member invites me to look at, but having looked at this matter so far I am convinced that the present situation is not unfair. The purchaser gets a far more attractive building.
