asked the Minister of Social Security whether she will divorce the administrative procedure for the payment of supplementary benefits from the necessity to produce a P60 form.

My hon. Friend's Question is based on a misunderstanding. The production of a P60 is simply a great help to us in getting earnings-related supplement paid without delay.

Will my hon. Friend consider making sure that this is more widely understood? People with a P60 form must pay Income Tax and, if a person's income is too small to warrant a P60 form, it is more difficult to claim social security benefits. People whose incomes are too small for them to pay Income Tax are the very people who want security benefits.

As we have been doing, we shall continue to do everything possible to make this more widely understood. It is already widely known throughout the country. If there are any other possibilities we shall gladly consider them.
