§ 25. Mr. Biggs-Davisonasked the Secretary of State for Commonwealth Affairs whether criminal proceedings in Zambia have yet been initiated against Lieut.-Colonel Arnott, Mr. Nursten and Mr. Swift, or whether they have been deported.
§ Mr. George ThomasLieut.-Colonel Arnott and Mr. Swift were deported from Zambia on 11 th and 19th June respectively. Mr. Nursten is still in detention. Criminal proceedings have not been initiated against any of them.
§ Mr. Biggs-DavisonSince the Minister has stated the international position in law—that it is wrong for such a person to be detained except for the purpose of his being either tried or deported—can the hon. Gentleman say whether either of these things is likely to happen?
§ Mr. ThomasWe have made representations. We believe that it is wrong that a man should be kept in prison without a charge being laid against him and without his being brought to trial. We will continue to make our representations.
