§ Mr. EadieI thank my right hon. Friend for that answer, but does not he agree that the figures show an improvement from the previous year? Does he agree that until we raise the school-leaving age a good percentage of pupils in Scotland will not be able to get a three year's post-primary education?
§ Mr. RossThat is true, but if we take 1962, when the figure was 61 per cent. this shows a considerable increase in people voluntarily staying on.
