§ 3. Mrs. Renée Shortasked the Minister of Housing and Local Government if he will now introduce legislation to extend the protection of the Rent Act to caravan dwellers, in view of the report of the Consumer Council entitled "Living in a Caravan."
§ Mr. MacCollMy right hon. Friend has studied the comments so far 1393 made on the report and has asked the local authority associations for their views. He will then be able to decide how best to deal with the problems of caravan dwellers.

Friend agree that the report underlines what many of us have been saying to him for some time, and that it is quite wrong that a small number of site owners should be able to behave like petty dictators? Will he take action as soon as possible to deal with the situation.
§ Mr. MacCollAs my hon. Friend says, the report indicates that this involves a very small number of site owners. I think the report also shows the complexity of the problem. It is not a simple one to solve.
§ Mr. RipponDo the Government accept as a matter of policy that a caravan can be a good permanent home, provided that there is adequate supervision and proper site arrangements?
