§ 59. Mr. Dempseyasked the Secretary of State for Scotland if he will include in his education formula for schools an element approving a maximum ratio of pupils to certificated teachers, in the interest of a fair distribution.

§ Mr. DempseyWill my right hon. Friend consider the suggestion, because it could lead to teachers in well-off areas being released to help out in those not so well off and to the elimination of any need for part-time education?
§ Mr. RossBut what my hon. Friend is asking for is a statutory formula, and we have to consider whether it is feasible to get such a formula which would apply to all schools. If my hon. Friend bears in mind all the factors, such as the size and type of school and the age of the pupils, he will appreciate the difficulties. We are looking into it.
