I beg to move, in page 3, line 13, to leave out subsection (4).

The reason for this Amendment is procedural. The Clause was inserted in another place, where the Bill was first taken, to avoid questions of privilege arising.

Some increase attributable to the Bill may he expected in the charges payable out of central and local funds. The House has already approved the Money Resolution which covers this point and, consequently, subsection (4) of Clause 5 should now be deleted.
