asked the Minister of Transport what proposals on vehicle lighting she has adopted as a result of the Working Party's Report.

My right hon. Friend is now studying the Working Party's Report on the Use of Headlamps.

Mr. Molloy

Can my hon. Friend tell the House what is in his right hon. Friend's mind regarding a permanent regulation for the use of headlamps at all times at night?

Mr. Morris

I cannot read what is in my right hon. Friend's mind. This Report, which was published six weeks ago, makes several detailed recommendations. Some of the representatives of the users, the police and the Home Office have reservations, and the National Road Safety Advisory Council will be looking into it at its next meeting. In the meantime, there is nothing I can add.
