§ Mr. MorrisI cannot read what is in my right hon. Friend's mind. This Report, which was published six weeks ago, makes several detailed recommendations. Some of the representatives of the users, the police and the Home Office have reservations, and the National Road Safety Advisory Council will be looking into it at its next meeting. In the meantime, there is nothing I can add.
