Since only a short while ago the Government produced a National Plan, which went into this subject in some detail, are they now saying that all that planning is nonsense? If so, what is their present policy in this matter?
§ Mr. GunterI recall the words of my right hon. Friend the Prime Minister. He emphasised that there would have to be continuing redeployment in the interests of efficiency. The right hon. Gentleman knows, and appreciates as well as I do, that there must be continuing redeployment for efficiency. This is the nub of our major problem and a part of the agony of the past 12 months has been to get the efficient use of manpower.
