§ Mr. GunterI think that my hon. Friend must bear in mind that if a compulsory insurance scheme were introduced the enforcement problems would be very considerable, and that a large increase in staff would be required by the Ministry of Labour. I have taken the best advice that I can on this matter. All the evidence suggests that complex legislation would be needed, and, as I have said, the cost of the enforcement machinery would be out of all proportion to the benefits achieved.
