I beg to move, as an Amendment to the words so restored to the Bill, in page 55, line 30, to leave out subsection (2).

In our proceedings on 27th October the Opposition persuaded the Government that we ought to amend the previous subsection (1) of Clause 52. We replaced the words then in the Bill, which expressly included a charge on levy payers' interest in land to which the assessment relates making his interest liable for the outstanding amount. We replaced those words by the phrase: … the Commission may require him to give such security as may appear to the Commission reasonably sufficient … The necessary Scottish translation in subsection (2) is thus no longer required.

Of course, in the other place no Amendment could be made to Part III of the Bill in this respect, so this is our first opportunity to do so. I am certain that the Opposition, in their generous frame of mind, will agree that this ought to be done since we were in the initial stage responding to a request of their's that we should make the other change.
