§ Mr. Denis HowellThe main recommendations have been implemented. In particular, the provisional target of 1,300 full-time leaders by 1966 has been reached. The development of the Youth Service to meet changing needs is a continuing process. In this the recently reconstituted Youth Service Development Council will review the whole service and, through subcommittees examine specific problems in depth. Two of these are under way, dealing with immigrants and the Youth Service, and the relationship of the Youth Service to formal education. The third subject will be the relationship of the Youth Service to the community as a whole.
