Q4. Mr. Kenneth Lewis

asked the Prime Minister whether he will transfer responsibility for grants to overseas students being educated in the United Kingdom to the Minister of Overseas Development.

The Prime Minister

My right hon. Friend the Minister of Overseas Development is already responsible for the majority of the grants from British Government funds in respect of overseas students in this country, and no change is necessary.

Mr. Lewis

Is the Prime Minister aware that he is on the record with two promises in this sphere? The first was not to cut foreign aid, and if one takes out what has been given to Zambia it has been cut. The second was not to cut assistance to foreign students. Is this not a clear case of the Government's record being one of broken promises?

No, Sir. Aid to Zambia is, of course, a very important part of our overseas aid, and the help that must be given there is relevant to what is available for aid elsewhere. The second question was fully debated in the House last week, and I thought that the House reached a conclusion about it.
