asked the Prime Minister whether the public speech of the First Secretary of State to the Overseas Bankers Club on investment on 30th January represented Government policy.

In that case, can the Prime Minister explain the First Secretary of State's reference to the Government's work in improving the efficiency of British industry at the roots? What part has the 6 per cent. drop in manufacturing investment, estimated at constant prices, which has occurred since the Government came to power, played in this process?

I have given some of the estimates that have been made for investment in 1967. The --general level of investment has been well maintained as compared with the position before we came to power.
