Q18. Mr. Alfred Morris

asked the Prime Minister whether, if it is decided to re-apply for membership of the European Economic Community, this will be done by reactivating the 1963 negotiations or by a new and formal application for accession to the Treaty of Rome; and if he will make a statement.

My hon. Friend's Question is hypothetical and no decision has yet been taken upon it.

Mr. Morris

Can my right hon. Friend at least indicate what progress has been made during his visits? Can he say whether, after the visit to Luxembourg, we shall have a White Paper on the progress of the negotiations in the West European capitals and whether we shall be able to debate it?

The Prime Minister

I made a statement two weeks ago after the visit to Bonn. My right hon. Friend and I have now been to The Hague and I shall answer Questions about that, by leave of the House, after Question Time. When the six visits are over, it will be for the Government to examine the situation in the light of what we have learnt, take a decision and announce it. Whether the publication of a White Paper will be appropriate is a matter for consideration at the time.
