Is not the hon. Gentleman aware that these roads were built at the time of the horse and cart, and that it is extremely dangerous not only to sheep but to people travelling on the roads to have unfenced trunk roads in the motoring age?

Dr. Mabon

As the law stands, and subject to the court's interpretation, highway authorities are not responsible for providing fences to prevent animals from straying on the roads. The question of civil liability for damage done is at present under consideration by the Law Commission.
