On a point of order. May I ask for your guidance as to whether this should be a question for you, Mr. Speaker, or the Leader of the House? This afternoon we have a debate on a Report of the Estimates Committee, on the police, which may or may not run for the whole day. Some of us want to take part in the debate, but on the other hand there is to be a very important speech by the Russian Prime Minister in the Royal Gallery. I wondered whether you would consider adjourning the House for 30 to 40 minutes, so that those of us in the debate could go to hear the speech in another place?

The hon. Gentleman will know that the arrangements for today's debate and the arrangements for hon. Members to visit the Royal Gallery, where our illustrious visitor is coming later on this afternoon, were confirmed by the House some time ago. I have no power to change them.
