asked the Minister of Transport if the operations of the National Freight Corporation, proposed in her White Paper, Command Paper No. 3470, will be limited to England and Wales.

Mr. Carmichael

No, Sir. The full benefits of integration can be obtained only if the National Freight Corporation serves the whole of Great Britain.

Mr. Campbell

As the Minister of Transport has made it very clear that she has no idea of conditions in Scotland, would it not be best to reconsider the application of all these proposals to Scotland?

Mr. Carmichael

I am sorry, but I cannot accept that my right hon. Friend has given any indication—nor is it true —that she has no idea of conditions in Scotland.

Mr. Galbraith

But surely it makes absolute nonsense of the Government's claim to be helping development districts when they impose this terrific charge on Scotland? Will the Minister not think again about this proposal?

Mr. Carmichael

The arrangement will apply not only to Scotland but throughout the country. It is the only way in which the National Freight Corporation can operate.
