asked the Prime Minister what are the responsibilities of the Secretary of State for Economic Affairs in Scotland.

The responsibility of my right hon. Friend the Secretary of State for Economic Affairs is in the co-ordination of national and regional economic planning for the country as a whole. He does not exercise any direct responsibility in Scotland.

Which Minister has overall responsibility for economic affairs in Scotland?

My right hon. Friend the Secretary of State has his traditional functions in this field but, as is well known, not all economic policy matters are totally decentralised and it is considered—this has been the view of successive Governments—that we are more likely to get more factories in Scotland if, for example, the Board of Trade remains responsible both for the areas from which the factories may come and for the areas in Scotland to which they may go.
